F&V’s team of multi-disciplinary professionals are experienced in completing successful projects related to risk, resilience, and emergency preparedness. That expertise, in the aftermath of Sept. 11, 2001, has put us in a unique position to assist community water systems in complying with the newly enacted

America’s Water Infrastructure Act (AWIA) of 2018 requirements on Risk & Resilience Assessments (RRAs).

Risk and Resilience Assessments are about the preparation utilities must undergo to avoid disruptions in water quality and delivery due to emergencies such as natural disasters, accidents, or intentional acts. Regardless of size or location, utilities should prepare for emergencies before they occur.

F&V’s approach includes reviewing and evaluating your water system and what action your system has already taken to improve your risk and resilience.

The RRA will be completed in conformance with the AWWA J100 standard, which generally follows the methodology listed below:

  • Asset Characterization – What assets do I have, and which are critical?
  • Threat Characterization – What threats and hazards should I consider?
  • Consequence Analysis – What happens to my assets if a threat or hazard happens? How much money is lost, how many lives lost, how many injuries?
  • Vulnerability Analysis – What are my vulnerabilities that would allow a threat or hazard to cause these consequences?
  • Threat Analysis – What is the likelihood that a terrorist, natural hazard, or dependency/proximity hazard with strike my facility?
  • Risk/Resilience Analysis – What is my risk and resilience?
  • Risk/Resilience Management – What options do I have to reduce risks and increase resilience? How much will each benefit in reduced risks and increases resilience? How much will it cost? What is the benefit-cost ratio of my options?
