Project Summary
The City of Lapeer needed an Asset Management Plan (AMP) for its Wastewater Treatment Plant to comply with its National Pollutant Discharge Elimination (NPDES) permit renewal.
F&V developed the AMP through the EGLE’s Stormwater, Asset Management and Wastewater Grant Program. The AMP included survey work and field assessment for manholes and closed-circuit televising (CCTV) for storm and sanitary sewer. The AMP also included asset inventory and assessment of the WWTP and pump/lift station assets. A risk analysis of each asset was completed and a detailed 1-5 and 6-20 years Capital Improvement Plan (CIP) was prepared along with a rate study report.
The City not only got compliance with its permit and a complete examination of its assets, it also received major cost savings and options for energy savings after an inspection of two large transformers and oxidation ditches.
Instead of having to replace 36-year-old substation transformers, oil testing indicated that the transformers were in good condition and their useful life was extended another 10-20 years. The testing cost the City $3,000, saving the City more than $140,000 for replacement units.
The rotors on the oxidation ditches were fixed speed. F&V investigated adding variable speed drives to the rotors to optimize the activated sludge process, which could result in a 50% savings in electrical usage and a payback period of less than 5 years for the project.
